Chief Executive election method since the handover

Nomination (by the Election Committee 1500 ppl) --> Election (by the Election Committee 1200 ppl) --> Appointment (by the Central Government


Evaluate the representativeness of the Chief Executive

  • In terms of the composition of Election Committee: People from different sector can vote for CE/ raise opinion/ protect the interest of different sectors

  • Diversified stakeholders (e.g. Catering, Insurance, Accountancy, Labour, Social Welfare, HK and Kowloon, New Territories District Councils) --> wide coverage

  • (-ve) a lot of industries are not well-presented


Consequences on the governance of HKSAR government if the CE is being elected by the above method

may not serve the interest of the general public

  • low legitimacy

  • low accountability (relfective of the mistakes)

  • lack public support --> difficult in policy implementation (low efficient governance)


Definition of Universal suffrage

A form of election in which everyone in the society (not restricted by race, sex, belief, wealth, social status...) can enjoy the right to vote in election
